Wilson Sonsini Advises Discovery Loop on Launch and Initial Funding
On August 5, 2026, a founding team comprised of some of the world’s leading experts in artificial intelligence and distributed computing—Jeff Dean, Sanjay Ghemawat, Quoc Le, and Oriol Vinyals (alphabetical)—announced the launch of Discovery Loop, Inc., a Delaware public benefit corporation. Discovery Loop’s initial funding round is being co-led by Radical Ventures and Khosla Ventures, with participation from Lightspeed, Kleiner Perkins, Doerr Capital, and Alphabet. Wilson Sonsini Goodrich & Rosati is advising Discovery Loop on its launch and the financing.

The company aims to dramatically accelerate technological and scientific progress by automating complex science and engineering tasks. Specifically, it is developing advanced AI systems that leverage massive computational scale to fundamentally transform the speed and efficiency of innovation by automating complete experimental loops. In conjunction with its launch, Discovery Loop has established a long-term partnership with Alphabet for cloud and compute resources.

EU AI Act Enforcement Phase Begins
On August 2, 2026, the European Commission (EC), acting through its European AI Office (EU AI Office), became formally entitled to exercise its powers to investigate and enforce the EU AI Act obligations imposed on providers of general-purpose artificial intelligence (GPAI) models, as well as rules on prohibited AI practices. These powers are significant and include requesting information and documentation, obtaining access to models for evaluation, requiring corrective or risk-mitigation measures, and imposing fines of up to the higher of €15 million or 3 percent of the provider’s worldwide annual turnover.

Illinois Enacts AI Safety and Transparency Law for Frontier AI Developers
On July 6, 2026, Illinois Governor JB Pritzker signed into law Senate Bill 315, the Artificial Intelligence Safety Measures Act (AISMA), which will require large AI developers to publicly disclose how they plan to mitigate potentially “catastrophic risks” posed by advanced frontier AI models. In a first for a U.S. state AI law, AISMA also requires covered entities to retain independent auditors to assess their compliance. The Illinois legislature otherwise largely modeled AISMA after California’s Transparency in Frontier Artificial Intelligence Act (TFAIA) (discussed in a prior alert) and New York’s Responsible AI Safety and Education Act (RAISE Act). AISMA’s provisions will become effective in two waves, with most provisions effective January 1, 2027, and AI framework and independent audit provisions effective January 1, 2028.

Wilson Sonsini Advises InstaLILY AI on $60 Million Series B
On July 14, 2026, InstaLILY AI, creator of Lily, the world's first AI Forward Deployed Engineer, announced a $60 million Series B round led by Energize Capital. The round included participation from Insight Partners, which increased its investment, and new strategic investors including Home Depot Ventures and United Rentals. The Series B brings InstaLILY’s total raised to nearly $100 million, after a year in which the company’s revenue grew by a multiple of five. Wilson Sonsini Goodrich & Rosati advised InstaLILY on the transaction.

Lily goes into a business, learns how it works, builds what the work needs, and gets it running by finding revenue, pricing quotes, planning routes, and diagnosing equipment in the field. Unlike a traditional demo or pilot, it runs the business with people in control, and it goes live in days versus months. After launch, it keeps shipping and gets better the longer it runs. InstaLILY will use the Series B funding to help Lily learn faster, take on more of the work, expand into new industries, and grow the team. The company will also continue building the Small Data Center, the infrastructure that makes always-on intelligence possible inside a business, at a cost and energy profile enterprises can sustain.
