Sophia Galleher is an associate in the Washington, D.C., office of Wilson Sonsini Goodrich & Rosati, where she provides strategic, legal, and policy advice to clients navigating the complex and ever-evolving tech and telecommunications regulatory landscape. Sophia’s practice encompasses a wide range of technologies and subject areas, including spectrum allocation, use, and access; U.S. market entry for foreign investors and service providers; ownership limits; broadband affordability, access, and deployment; space and satellite technologies; submarine cables, Artificial Intelligence (AI) governance, content moderation, and platform accountability; the Digital Millennium Copyright Act (DMCA); and other emerging technologies regulation.

Sophia represents clients before the FCC in rulemaking proceedings, transactional approvals, investigations, and enforcement proceedings, and routinely provides strategic counsel on other communications- and technology-related public policy issues before state and federal regulatory agencies, legislative bodies, and international regulatory authorities. On the transactional side, Sophia regularly advises clients on commercial and transactional matters affecting their interests, including mergers, acquisitions, financings, strategic partnerships, joint ventures, and other commercial transactions involving FCC-regulated assets and entities.

FCC Sets New Satellite Spectrum Sharing Framework
On April 30, 2026, the Federal Communications Commission (FCC) adopted an Order fundamentally revising how satellite systems share spectrum in the Ku and Ka bands, replacing the decades-old Equivalent Power Flux Density (EPFD) limits with a performance-based coordination framework for managing interference between geostationary (GSO) and non-geostationary (NGSO) satellite systems. By reforming the EPFD regime, the FCC has removed a longstanding regulatory constraint that was developed to protect GSO systems but has arguably limited NGSO operators’ ability to deliver high-speed, low-latency broadband services.

On April 14, 2026, Amazon and Globalstar announced they have entered into a definitive merger agreement under which Amazon will acquire Globalstar, a leading mobile satellite services (MSS) operator, a pioneer in non-geostationary orbit (NGSO) satellites and D2D technology, and a provider of critical and emergency communications to customers around the world. 2025 FCBA Annual Seminar
On May 16, 2025, Wilson Sonsini associate Sophia Gallaher will be moderating the panel, “How the Spectrum Conversation Will Evolve in 2025,” during the 2025 FCBA Annual Seminar in Hershey, Pennsylvania. This forward-looking discussion will explore key policy priorities and challenges shaping spectrum policy under new FCC leadership—including the outlook for the FCC’s auction authority, the Chairman’s spectrum agenda, and the future of U.S. leadership in international spectrum management. The panel is part of programming by the Federal Communications Bar Association that will explore latest information on telecom issues. Attendees to the conference and panel will include both government and private sector individuals.
