Rachel Neuburger is an associate in the Washington, D.C., office of Wilson Sonsini Goodrich & Rosati, where she is a member of the energy and climate solutions practice. Rachel helps clients navigate complex matters involving transmission development, interconnection, and participation in wholesale electric markets. She regularly advises independent power producers, project developers, and industry associations on matters before the Federal Energy Regulatory Commission (FERC) and other agencies.
Before joining the firm, Rachel worked in the Office of the General Counsel at FERC. While at FERC, she provided counsel on proceedings involving generator interconnection, transmission planning and incentives, and administrative law issues.
Prior to attending law school, Rachel worked as a project developer in the solar energy industry, where she helped to originate, develop, and acquire commercial and industrial and utility-scale solar projects across the country.
