Angela Guo is an associate in the Washington, D.C., office of Wilson Sonsini Goodrich & Rosati, where she advises clients on artificial intelligence (AI) governance, data protection, and federal and state privacy law. Her practice focuses on helping companies navigate evolving regulatory frameworks governing AI, minors’ privacy, and health data.

Angela represents companies ranging from multinational technology companies to high-growth start-ups in regulatory compliance and enforcement matters. She has experience defending companies in investigations brought by the Federal Trade Commission (FTC) and advising on a broad range of privacy and data governance laws, including Section 5 of the FTC Act, state comprehensive privacy laws, the Children’s Online Privacy Protection Act (COPPA), age-appropriate design and social media laws, state health privacy laws, and the Health Insurance Portability and Accountability Act (HIPAA).

She also counsels clients on emerging AI laws and regulations, including AI companion and chatbot laws, California’s AB 2013, the California Consumer Privacy Act (CCPA) automated decision-making regulations, and state laws governing the use of AI in healthcare. Her work includes advising on product design and governance frameworks.

Prior to joining the firm, Angela served as an Honors Attorney in the FTC’s Division of Privacy and Identity Protection. In that role, she worked on investigations involving AI, health privacy, and data broker practices, and collaborated with technologists, economists, and state attorneys general to enforce consumer protection and privacy laws.

During law school, Angela interned with the Future of Privacy Forum (FPF), where she conducted research on privacy and security issues related to connected vehicles, immersive technologies such as virtual reality (VR) and augmented reality (AR), geolocation data, and neurorights.
