Former Treasury Assistant General Counsel for International Affairs Brings Decades of CFIUS, Outbound Investment, and International Trade Experience

Washington, D.C., October 14, 2026—Wilson Sonsini Goodrich & Rosati, the premier provider of legal services to technology, life sciences, and growth enterprises worldwide, announced today that Theodore (Ted) Posner has joined the firm as a partner in its Washington, D.C., office, bringing more than 30 years’ experience in government and private practice advising on the Committee on Foreign Investment in the United States (CFIUS), trade law and policy, and related regulatory matters involving the cross-border movement of goods, services, and capital.

Posner joins from Baker Botts, where he led that firm’s National Security and Trade Risk Mitigation group. Before that, he spent five years at the U.S. Department of the Treasury as the Assistant General Counsel for International Affairs and served as the department’s lead attorney on matters spanning CFIUS, outbound investment, international trade, sovereign debt, and U.S. engagement with the International Monetary Fund, the World Bank, and regional development banks. In that role, he managed a team of attorneys advising on a high volume of national security reviews and played a central role in launching Treasury’s Outbound Investment Security Program. He also counseled on bilateral trade and tariff negotiations with foreign governments.

Earlier in his career, Posner was a partner at Weil, Gotshal & Manges, where he headed the firm’s CFIUS practice, and a partner at Crowell & Moring. He also held senior legal and policy roles at the National Security Council, the Office of the U.S. Trade Representative, the Senate Finance Committee, and the office of former Congressman Sander M. Levin.

“For our clients, national security and trade considerations are no longer confined to a discrete set of regulatory questions—they can influence whether and how a transaction gets done,” said Brent Snyder, leader of Wilson Sonsini’s Regulatory and Compliance Department. “Ted gives our teams another sophisticated lens through which to evaluate those issues, particularly in matters involving technology, data, supply chains, foreign investment, and cross-border operations.”

“Ted brings a rare combination of government, policy, and private-practice experience at a time when those perspectives increasingly need to come together,” said Josh Gruenspecht, leader of the firm’s National Security and Trade practice. “He strengthens an already deep bench in CFIUS, outbound investment, and trade while expanding the ways we can help companies address regulatory and geopolitical developments before they become obstacles to their growth and strategic objectives.”

Posner earned his J.D. from Yale Law School, where he served as essays editor of the Yale Law Journal and articles editor of the Yale Journal of International Law, and his A.B. from Princeton University’s School of Public and International Affairs, summa cum laude, where he was elected to Phi Beta Kappa. He also holds a Certificate of International Studies from the Institut Universitaire de Hautes Études Internationales in Geneva. After law school, he clerked for Judge Wilfred Feinberg of the U.S. Court of Appeals for the Second Circuit.

“After more than three decades working at the intersection of government, law, and international economic policy, I’ve learned that the most effective advice starts with understanding the full picture—bringing to the table an appreciation of not just the black-letter law, but also the many other factors that weigh on the government and private actors involved in the most complex transactions,” said Posner.

He continued, “I was drawn to Wilson Sonsini because of the opportunity to work with companies that are shaping new markets and technologies and to apply my experience and perspective to the wide-ranging issues that accompany innovation and international expansion.”
