Former HHS Leader and Digital Health Pioneer Brings Unparalleled Experience to Strengthen the Firm’s Growing Practice

WASHINGTON, D.C. (May 27, 2025)—Wilson Sonsini Goodrich & Rosati, the premier provider of legal services to technology, life sciences, and growth enterprises worldwide, announced today that Jodi Daniel has joined the firm’s Regulatory Department as a partner in its Washington, D.C., office. Her rare blend of senior public-sector experience and deep private-sector insight further elevates the firm’s leadership in digital health and healthcare innovation.

Daniel is one of the nation’s first digital health lawyers and a former lead policymaker at the U.S. Department of Health and Human Services (HHS). She brings a broad and unique understanding of the digital health market and cutting-edge health innovations—including artificial intelligence and machine learning, remote monitoring tools, electronic health records (EHRs), mobile health applications, digital therapeutics, health data platforms, and data analytics tools.

Daniel provides strategic counsel to health technology companies, healthcare providers, health plans, life sciences companies, and others on regulatory issues, including data access and use, privacy and security, interoperability, health information exchange, information blocking, telehealth, FDA oversight, federal reimbursement, and state law issues. She wrote the rules that govern data use and digital health—including HIPAA and interoperability rules—and navigates regulatory issues across government agencies, including the Office of the National Coordinator for Health IT (ONC), the Centers for Medicare & Medicaid Services (CMS), the Food and Drug Administration (FDA), and the Federal Trade Commission (FTC).

In addition to advising clients and helping them bring cutting-edge technologies to market, Daniel regularly advocates for policy changes before regulatory bodies and helps organizations develop and implement compliance strategies in response to new rules and evolving regulatory frameworks.

Daniel joins Wilson Sonsini from Crowell & Moring, where she was a partner in the firm’s Health Care Group, served on the group’s steering committee, and led the Digital Health Practice. She also helped found and served as a managing director of Crowell Health Solutions, a strategic consulting firm, and was a director at Crowell Global Advisors, the firm’s international policy and regulatory affairs affiliate.

Previously, Daniel spent 15 years at HHS, beginning as an attorney-advisor in the Civil Rights Division of the Office of General Counsel. She later served as senior counsel for Health IT and was the founding director of the ONC. In that role, she led the development of national health IT policies aimed at enhancing care quality, reducing costs, and expanding patient access through technology. Before her tenure at HHS, Daniel was an associate at Ropes & Gray.

Beyond her client work, Daniel remains actively engaged in shaping national health policy and the ethical use of emerging technologies. She serves on the steering committee for the National Academy of Medicine’s Health Care Artificial Intelligence Code of Conduct initiative.

Daniel holds a B.A. in economics and community health, cum laude, from Tufts University; an M.P.H. in health policy and management from Johns Hopkins University; and a J.D., magna cum laude, from Georgetown University Law Center, where she was inducted into the Order of the Coif.
