PALO ALTO, CA (April 7, 2026)—Wilson Sonsini Goodrich & Rosati, the premier provider of legal services to technology, life sciences, and growth enterprises worldwide, today announced that Jocelyn Chow has joined the firm as a national security and antitrust partner in its Hong Kong office. Chow’s comprehensive background in national security, antitrust, and regulatory enforcement matters enhances the firm’s bench strength in the Asia-Pacific region.

“Jocelyn’s extensive knowledge of national security and antitrust matters, along with her strong understanding of the Greater China markets, bolsters our ability to serve clients facing evolving and complex regulatory environments across the globe,” said Doug Clark, managing partner at Wilson Sonsini. “We’re excited to add Jocelyn to our talented team of attorneys as we expand our well-established footprint in the region.”

Chow’s practice focuses on a range of antitrust and trade matters. She regularly advises multinational corporations on compliance counselling, internal investigations, and government-led investigations and enforcement matters, in addition to regulated transactions involving issues relating to antitrust, economic and trade sanctions, export controls, import controls, and foreign investment controls. Chow works with clients operating across many industrial sectors, including defense, life sciences, advanced engineering and technology, aviation, telecommunications and broadcasting, and financial services. She also has a strong track record of advising regulators as outside counsel on strategic antitrust reviews and enforcement matters.

“Jocelyn’s proven record and entrepreneurial instincts will integrate seamlessly within our team in Asia,” said Weiheng Chen, senior partner and head of Wilson Sonsini’s Greater China practice. “Hong Kong remains the prime gateway between China and international markets, and Jocelyn’s experience and track record in multi-jurisdictional regulatory matters will help guide high-profile enterprises and investors as well as cutting-edge innovators at the intersection of business, capital, law and technology.”

Before joining Wilson Sonsini, Chow was a partner and Asia head of competition, trade, and foreign investment at another international firm. She served as outside counsel for the Hong Kong Competition Commission (HKCC) while Wilson Sonsini partners Brent Snyder and Jindrich Kloub were there in senior leadership roles. While acting for the HKCC, Chow advised on priority, ground-breaking enforcement and investigation matters. She is a qualified solicitor in Hong Kong and a registered foreign lawyer in England and Wales.

Chow earned a bachelor of social sciences in government and laws, an LL.B., and a postgraduate certificate in laws from the University of Hong Kong. She also obtained LL.M. experience from Duke University School of Law and a postgraduate diploma in EU competition law from King’s College London. She is fluent in English, Cantonese, and Mandarin.

Chow’s work and ability to navigate complex deals has earned her acclaim in several esteemed legal rankings. Chambers recognizes her as a ranked partner for both International Trade and Antitrust in the Greater China Region. Chow has been recognized as a “Next Generation Partner” for Antitrust and Competition in Hong Kong by The Legal 500 Asia Pacific, and as a recommended competition law expert by the Global Competition Review and Who’s Who Legal. She also was named to China Business Law Journal’s China “A-List” as a “Growth Driver” in 2024.

“Wilson Sonsini’s reputation for excellence, innovation, and collaboration has always impressed me, and I’m thankful for the opportunity to work with and learn from an exceptional group of market-leading practitioners,” said Chow. “I look forward to elevating my practice with Wilson Sonsini, and creating synergies with its outstanding global regulatory and compliance team. I am eager to help clients succeed amid evolving complexities in the global geopolitical and regulatory landscape by leveraging my experience, sharing strategic insights, and providing solutions to their challenges.”
