Wilson Sonsini Advises Energy Peace Partners in Co-Management of P-REC Aggregation Facility
On March 25, 2026, African Development Bank Group and Nordic Development Fund announced the commitment of $11.3 million to pilot the Peace Renewable Energy Certificate (P-REC) Aggregation Facility, a pioneering initiative that will, for the first time, deploy renewable energy certificates as a direct funding instrument for a portfolio of mini-grids across Africa. The facility will be co-managed by Camco Clean Energy, a climate and impact fund manager, and Energy Peace Partners (EPP), a coalition that leverages climate finance solutions. Wilson Sonsini Goodrich & Rosati served as pro bono legal counsel to EPP on the transaction.

Wilson Sonsini Advises Terabase on $130 Million Series C
On March 13, 2025, Terabase Energy, a leader in digital and automation solutions for utility-scale solar power, announced the closing of its $130 million Series C financing. The round was led by SoftBank Vision Fund 2, with participation from both existing and new strategic investors, raising the company's total funding to over $200 million. Wilson Sonsini Goodrich & Rosati advised Terabase on the transaction.

President Donald J. Trump’s Executive Orders and Actions Regarding Clean Energy and Climate Technologies (January 2025)
On January 20, 2025, President Donald Trump signed multiple executive orders that signal a distinct shift in U.S. clean energy and climate policy in favor of fossil fuels, nuclear, geothermal, and other technologies. These executive orders also set into motion attempts to expedite certain environmental reviews and permitting, as well as providing for the potential that there may be expedited construction of high voltage interstate electricity transmission infrastructure—actions that may also benefit renewables. Finally, and most immediately, these executive orders and related memoranda discussed below are currently attempting to impede federal spending and incentives with respect to clean energy, environmental, and climate programs through multiple agencies. Over just a few days, there have been a flurry of executive actions and lawsuits regarding federal spending: as of the date of this writing, all federal spending as authorized under the Inflation Reduction Act of 2022 (IRA) and the Infrastructure Investment and Jobs Act (IIJA) is still temporarily paused pursuant to executive order.
