EXPERIENCE:

Joshua Holzer is Of Counsel at Wilson Sonsini Goodrich & Rosati. His practice focuses on representing domestic and international companies from a wide range of industries on issues related to government investigations and enforcement actions, both regulatory and criminal in nature. He concentrates on issues regarding United States laws and regulations dealing with export controls, economic sanctions, bribery, public corruption, government contracts, and national security. In addition, Joshua counsels and trains clients on the development and implementation of compliance programs that adhere to the requirements imposed by such laws and regulations.

Joshua also provides guidance on contracting with governmental entities and obtaining or maintaining a United States government-issued security clearance.

Joshua, a Certified Fraud Examiner, has conducted investigations in Africa to address allegations of corruption while working on behalf of the Office of the Inspector General of The Global Fund to Fight AIDS, Tuberculosis and Malaria. He also has engaged in trade missions to India, Singapore, Iraq, and Afghanistan, where he advised companies on the United States laws and regulations regarding international trade. He has instructed more than a dozen foreign governments on the establishment and implementation of export control laws and regulations in their respective countries.

Prior to moving into private practice, Joshua served as a Senior Special Agent and Special Assistant to the Assistant Secretary for Export Enforcement at the United States Department of Commerce. In that role, he was responsible for the enforcement of specific United States export controls and economic sanctions laws and regulations, and assisted with the development of policies in this area. Earlier in his career, as a Special Agent with both the United States Department of Justice and the United States General Services Administration, Joshua conducted criminal investigations regarding allegations of fraud and public corruption.

Joshua maintains a security clearance issued by the United States government.
